The Central Economic Work Conference proposed that multiple measures should be taken to stabilize foreign trade and ensure the stability of the industrial chain and supply chain. What measures will the Ministry of Commerce introduce next year to better stabilize the momentum of foreign trade development and achieve stable volume and quality improvement of foreign trade?

Wang Wentao: The uncertainties and unstable factors facing foreign trade development will increase next year, the recovery of international demand will slow down, the return of orders and the export of “home economy” products will weaken. , The difficulty of increasing labor cost has not been completely alleviated. In the face of these risks and challenges, and the high base of foreign trade in 2021, the pressure to stabilize foreign trade in 2022 will not be small. We will strengthen cross-cycle adjustments, take multiple measures to stabilize foreign trade, and focus on four aspects:

One is to implement a stable foreign trade policy. On December 21, the executive meeting of the State Council deliberated and approved new policies and measures for stabilizing foreign trade in cross-cycle adjustments. These policies and measures are highly targeted, powerful, and high in gold content. We will work with all localities and relevant departments to implement them, guide them to put forward supporting measures based on local conditions, and guide enterprises to make good use of them and fully enjoy the policy dividends.

The second is to promote better and innovative development of foreign trade. Under the new situation, we need to put foreign trade innovation and development in a more prominent position, and further promote technological innovation, institutional innovation, model and business format innovation. We will speed up the cultivation of new advantages for participating in international cooperation and competition, and will do a good job in the expansion of a new batch of cross-border e-commerce comprehensive pilot areas, and innovate and develop offshore trade. Efforts will be made to improve the level of trade digitization and promote the development of green trade.

The third is to ensure the stability and smooth flow of the industrial supply chain. In the context of the epidemic, the global supply of some key raw materials and intermediate products is still in short supply, port operations and personnel exchanges are still not smooth, and problems such as blockage and disconnection of the global industrial chain supply chain are still very prominent. We will support foreign trade companies to strengthen the linkage of industrial chains and supply chains, and promote the stable development of processing trade. Cultivate various platforms such as bases for foreign trade transformation and upgrading and national import trade promotion innovation demonstration zones.

Fourth is to help foreign trade companies to better explore the market. Make good use of the signed free trade agreement, give full play to the role of the unimpeded trade working group, and guide foreign trade companies to accurately explore the international market. Carefully organize all kinds of online and offline exhibitions, and make better use of the important exhibitions and open platforms of China International Import Expo, Canton Fair, Service Trade Fair, Consumer Fair, etc., to promote the connection of internal and external markets, and smooth the domestic and international dual cycle.

At the same time, we will firmly safeguard the multilateral trading system. In 2021, China will actively promote the conclusion of negotiations on domestic regulation of trade in services, lead all parties to lock in the current phased results of investment facilitation and plastic pollution prevention and control, and lay the foundation for the results of the 12th WTO Ministerial Conference (MC12). China will continue to participate constructively in WTO reform and negotiations, and work with all parties to jointly promote MC12 to send a positive signal to support the multilateral trading system, reach a fishery subsidy agreement, strengthen international anti-epidemic cooperation, and discuss agriculture, appellate body reform, and e-commerce. Progress has been made on other topics, firmly safeguarding the authority and effectiveness of the WTO, and firmly safeguarding the status of the main channel for the formulation of international rules of the multilateral trading system.
